CANADA-WIDE DECLARATIONS OF EMERGENCY

CRITICAL Information for Business Owners and All Canadians

Did you know that in order to make a Declaration of Emergency in Canada certain “conditions” must be met first, otherwise you could have mass pandemonium for nothing. Conditions are like the “safety” feature on a firearm. 100% necessary or else you could kill someone by accident.

However None of the Canadian Provinces met any of the “conditions” to make a Declaration of Emergency.

What we are about to expose to you is this. None of the Canadian Provinces met any of the “conditions” to make a Declaration of Emergency. All covid-19 measures started because of these FRAUDULENT declarations of emergency, Canada-wide. Since it all STARTED with this, it also ENDS with this.

In mid March 2020, each Canadian Province declared their respective Declarations of Emergency one right after another. On March 17, 2020 when the Province of Ontario, for example, made their declaration of emergency, there were only 750 COVID-19 “related” deaths in all of Canada. With a population of nearly 38,000,000 and only 750 deaths, the mass provincial declarations were excessive, unreasonable and unjustified.

With further and continual extensions to the Declarations of Emergency by all provinces, it is now proven to be a sheer abuse of authority. The states of emergencies did not, and never existed.

None of the Canadian Provinces met any of the “conditions” to make a Declaration of Emergency

 

Canadian public health services reported Mar 09.20 ONE death from COVID19 [line 2].

 

 

Why are we doing this?

Because we love our families and our country. Because all Canadians and all business owners will be subject to the NEXT second-wave of unreasonable and unjustified lock-down measures. Many small business owners simply will not survive. Arm yourselves with this critical information so you can stand up and take your power back.

We will demonstrate to you, by using Ontario as a detailed example, how the Declaration of Emergency did not meet the “emergency” definition including specific criteria and conditions required to make this declaration. And that NO such emergency ever existed. We then follow up with information for all other provinces in Canada, so that you can see for yourselves that the very same thing occurred.

 

ONTARIO

March 17, 2020 – Premier Ford made a “Declaration of Emergency” under section 7.0.1 of the Emergency Management and Civil Protection Act (EMCPA).  In order to make this “declaration” though, the following criteria needed to have been met under sub-section (3).

Sub-section (3) – these are the Criteria for making a Declaration of Emergency:

1 – There is an emergency that requires immediate action to prevent, reduce or mitigate a “danger of major proportions” that could result in serious harm to persons or substantial damage to property (this is the actual definition of “emergency”)

– on March 17, 2020, there were only 750 deaths in Canada when the Premier declared this emergency

– with our population of nearly 38,000,000 – this criteria of “danger of major proportions” was not met

– 750 deaths do not constitute any “danger of major proportions”

– therefore the Premier’s declaration was made in VIOLATION to the very definition of “emergency” under the EMCPA

 

DEFINITION:

“emergency” means a situation or an impending situation that constitutes a “danger of major proportions” that could result in serious harm to persons or substantial damage to property and that is caused by the forces of nature, a disease or other health risk, an accident or an act whether intentional or otherwise; (“situation d’urgence”)

2 – ONE of the following three (3) circumstances must exist in order to make this Declaration of Emergency:

(i) The “resources” normally available to a ministry of the Government of Ontario or an agency, board or commission or other branch of the government, including existing legislation, “cannot be relied upon” without the risk of serious delay

There are 2 meanings here:

#1 that the existing “emergency plans” were not reliable

– did you know that every Municipality in Ontario and the Government of Ontario itself must formulate an emergency plan?

– and that they conduct training exercises each year in order to be fully prepared for any emergency

– and that this emergency plan is reviewed and revised each year

– therefore, this “circumstance” under subparagraph (i) does not exist

#2 that the current medical system could “not be relied on” to handle any crisis

– but wait, if the hospitals had not cancelled all surgeries and remained open for business as usual, then this “circumstance” would have existed

– but this did not happen

– in an effort to meet the “danger of major proportions” with this medical crisis, the hospitals cancelled all surgeries, and cleared beds waiting for a tsunami of COVID-19 patients that never came

– therefore, this “circumstance” under subparagraph (i) also does not exist

(ii). The “resources” referred to in subparagraph (i) may be “insufficiently effective” to address the emergency

– again, if the hospitals had remained open for business as usual, this “circumstance” would exist

– however, the hospitals cancelled all surgeries to ensure they would be “sufficiently effective” to address the emergency, of which never came

– therefore, this “circumstance” under subparagraph (ii) also does not exist

(iii). It is not possible without the risk of serious delay, to “ascertain” whether the “resources” referred to in subparagraph (i) can be “relied upon“

– REALLY?!

– considering that the “resources” under subparagraph (i) are the 444 Municipalities, the Government of Ontario itself and the hospitals in Ontario

– considering the yearly review and training exercises of all emergency plans by municipal and provincial staff

– considering the cancellation of all surgeries by Ontario hospitals in their effort to meet this medical crisis (which never came)

– considering all of these extraordinary things the Government of Ontario was doing to keep Ontarian’s safe

– in light of all of the considerations that all parties went to in order to be “reliable” and ready for emergencies, therefore, this “circumstance” under subparagraph (iii) also does not exist

– therefore, the declaration of emergency is also in VIOLATION of sub-section (3) which is the criteria for declaration.

 

SUMMARY and CONCLUSION

Ontario covid-19 “related” deaths as of September 3, 2020 = 2,812
Ontario population as of September 3, 2020 = 14,745,040

2,812 deaths does not constitute a “danger of major proportions”, especially when 84% of those deaths occurred in long-term-care homes, and out of a population of nearly 15 MILLION people!

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR ONTARIO

 

Further Consideration

Fast forward to today September 3, 2020, there have only been 9,140 COVID-19 “related” deaths and considering our unchanged population of nearly 38,000,000, all of the above criteria are still not met.  Were you aware of how COVID-19 deaths have been classified? Anyone who died from a primary cause of death, like heart attacks, Alzheimer’s, suicide, cancer – their death record was changed to COVID-19 if they had tested positive or showed symptoms. Does that seem ethical to you?

The latest data on Statistics Canada is only for 2018 which reported that 8,511 people died from influenza (respiratory disease/the flu). This number goes up on average about 1,200 deaths/year based on their previous years records. Based on this average, 10,911 souls would be estimated to pass away from influenza in 2020. The data does not lie. We are in a typical flu season. And with the unethical classification of covid-19 deaths, the actual death toll number is much lower.

We cannot shut an entire country down, cripple our economy, force mask-wearing on every citizen, poison them with hand sanitizers, etc, all in the name of a typical seasonal death toll. Our Canadian brothers and sisters are now afraid of human contact! They have been conditioned to fear everyone, even their own family members. This is just so wrong. The mass propaganda that anyone and everyone could be “a-systematic” is criminal.

Did you know that the World Health Organization (WHO) retracted their position on asymptomatic people – now declaring they are NOT contagious. But the damage has already been done. Many people around the world, including Canadians, do not know this information.

Why the government never talks about our natural immune system is completely irresponsible and reckless. Our bodies are designed to fight off viruses! And finally …why the government never talks about the 99.9% recovery rate is now becoming criminal negligence.

But WAIT! What about ALL of the people who are testing positive?

This is totally irrelevant. Why? Because we have a 99.9% recovery rate. The only people who will die with virus related complications, like the flu, are people with very compromised immune systems. Their immune system is already very weak and another hit to it is too much for the body to take. Thus, they die “with” the virus, not from it. The mass number of people testing positive is ONLY another fear tactic! All you ever need to be concerned about is the “all cause mortality” number. This means the total number of deaths, for all causes. This number has not changed as compared from this year to last! Why is this significant? Because if the “all cause mortality” number has NOT gone up, it means that there are NO new diseases killing anyone. The data does not lie.

The probability of dying with this virus is 0.00024. Compare this to heart disease which is a 1 to 4 ratio. Your odds of dying from heart disease is MUCH greater than dying with this virus

Fear is being used as the #1 motivator to have people and businesses follow along with all of the unlawful orders the Government and Public Health Officers are making.

The extended state of emergency under the Ontario EMPCA does not exist.  It never existed.  The lack of deaths proves that this state of emergency is non-existent.

It is very important to understand the information we have shared with you about how the state of emergency was declared. Because all of the provincial governments will resume lock-down measures with the “second wave” they are predicting this autumn / winter. They will use the same “state of emergency” justification.

Do you think you can survive another second wave of forced business closures? Again, you need to ask yourself if any of these overwhelming abuses of authority, violations to our Canadian Charter of Rights and Freedoms, coupled with the BILLIONS of Canadian tax-payer dollars spent on “COVID-19 measures” – is this really justified with only 9,140 COVID-19 “related” deaths? This is completely illogical.

 

PROVINCIAL DECLARATIONS

Below are the remaining Canadian provinces that also declared a state of emergency. Please take note of the number of deaths per province. It will shock you. Also, please read the definitions for “emergency” or the requirements to take such action, and decide for yourself if any emergency existed at all.

 

NEWFOUNDLAND AND LABRADOR

March 18, 2020 – the Newfoundland and Labrador Minister of Health, John Haggie, signed a Declaration of a Public Emergency (“Declaration”) under section 27 of the Public Health Protection and Promotion Act (“the Act”), on the advice of the Newfoundland and Labrador Chief Medical Officer of Health.

27. (1)  The minister, on the advice of the Chief Medical Officer of Health, may declare a public health emergency in all or a part of the province where the minister is satisfied that
(a)  a “public health emergency exists“; and
(b)  the public health emergency cannot be sufficiently mitigated or remedied without the implementation of the special measures available under section 28.

3 deaths does NOT mean a “public health emergency exists”!

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR NEWFOUNDLAND AND LABRADOR

 

PRINCE EDWARD ISLAND (PEI)

March 16, 2020 – Premier Dennis King extended the state of public health emergency initially declared under the Public Health Act.

STATES OF EMERGENCY

9 – Declaration, state of emergency
(1) The Minister may at any time, when he is satisfied that an emergency exists or may exist,
declare a state of emergency in respect to all or any area of the province.
Definition (c) “emergency” means a “present” or “imminent” event in respect of which the Minister or
municipality believes prompt co-ordination of action or special regulation of persons or property must be undertaken to protect the health, safety or welfare of people or to limit damage to property

SUMMARY and CONCLUSION

PEI covid-19 “related” deaths as of September 3, 2020 = 0

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR PRINCE EDWARD ISLAND

 

NOVA SCOTIA

March 22, 2020 – Nova Scotia Premier Stephen McNeil declared a state of emergency under section 12(1) of the Emergency Management Act.

DEFINITION:

(b) “emergency” means a “present” or “imminent” event in respect of which the Minister or a municipality, as the case may be, believes prompt co-ordination of action or regulation of persons or property must be undertaken to protect property or the health, safety or welfare of people in the Province

SUMMARY and CONCLUSION

Nova Scotia covid-19 “related” deaths as of September 3, 2020 = 65
Nova Scotia population as of September 3, 2020 = 971,395

65 deaths does NOT mean there is a “present” or “imminent” emergency, particularly when 58 of those deaths occurred in the same long-term care home (Northwood) in Halifax!

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR NOVA SCOTIA

 

 

NEW BRUNSWICK

March 19, 2020 – Premier Blaine Higgs declaring a state of emergency under the Emergency Measures Act under Section 10(1) of the EMA.

DEFINITION:

“emergency” means a “present” or “imminent” event in respect of which the Minister or municipality, as the case may be, believes prompt coordination of action or regulation of persons or property must be undertaken to protect property, the environment or the health, safety or welfare of the civil population.

STATES OF EMERGENCY

10(1)When the Minister is satisfied that an emergency exists or may exist, the Minister may declare a state of emergency at any time with respect to all or any area of the Province.
10(2)When a municipality is satisfied that an emergency exists or may exist in all or any area of the municipality, it may declare a state of local emergency in respect of the municipality or the area of the municipality.
10(3)A declaration under this section shall identify the nature of the emergency and the area in which it exists.

QUEBEC

March 13, 2020 – Quebec Premier Francois Legault declared a public health emergency under s. 118 of the Public Health Act.

118.
Certain measures in this Act are intended to enable public health authorities to engage in public health monitoring activities and to give public health authorities the power to take action in cases where the health of the population is threatened.
In this Act, a “threat” to the health of the population means the presence within the population of a biological, chemical or physical agent that may cause an “epidemic” if it is not controlled.

SUMMARY and CONCLUSION

Quebec covid-19 “related” deaths as of September 3, 2020 = 5,767
Quebec population as of September 3, 2020 = 8,485,000

5,767 deaths does not constitute any “threat” to the health of the population that may cause an “epidemic”, especially when more than 80% of those deaths occurred in long-term-care homes, and out of a population of nearly 8.5 MILLION people!

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR QUEBEC

 

MANITOBA

March 20, 2020 – The Manitoba government declared a province-wide state of emergency under The Emergency Measures Act under section 10 which states: the government may declare a state of emergency in respect to all or any part of the province in the event of a major emergency or disaster.

DEFINITION:

“emergency” means a “present” or “imminent” situation or condition that requires prompt action to prevent or limit

SASKATCHEWAN

March 18, 2020 – the Government of Saskatchewan declared a state of emergency pursuant to section 17 of The Emergency Planning Act.

DEFINITION:

“emergency” means:
(i) a “calamity” caused by:
(A) accident;
(B) act of war or insurrection;
(C) terrorist activity as defined in the Criminal Code;
(D) forces of nature; or
(ii) a “present“or “imminent” situation or condition, including a threat of terrorist activity as defined in the Criminal Code, that requires prompt action to prevent or limit:
(A) the loss of life;
(B) harm or damage to the safety, health or welfare of people; or
(C) damage to property or the environment;

ALBERTA

March 17, 2020 – Alberta declared a public health emergency under section 52.1 of Alberta’s Public Health Act.

52.1(1) Where, on the advice of the Chief Medical Officer, the
Lieutenant Governor in Council is satisfied that
(a) a “public health emergency exists” or” may exist“

Alberta covid-19 “related” deaths as of September 3, 2020 = 242

242 deaths out of a population of almost 4.5 MILLION people definately does NOT mean that a “public health emergency exists” or even “may exist”!

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR ALBERTA

 

 

BRITISH COLUMBIA (BC)

March 18, 2020 – The declaration of a provincial state of emergency in B.C. pursuant to subsection 9.(1) of the Emergency Program Act. 

DEFINITION:

“emergency” means a “present” or “imminent” event or circumstance that

(a)is caused by accident, fire, explosion, technical failure or the forces of nature, and

(b)requires prompt coordination of action or special regulation of persons or property to protect the health, safety or welfare of a person or to limit damage to property

SUMMARY and CONCLUSION

BC covid-19 “related” deaths as of September 3, 2020 = 209
BC population as of September 3, 2020 = 5,100,000

209 deaths out of a population of 5.1 MILLION people definately does NOT mean there is any “present” or “imminent” emergency!

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR BRITISH COLUMBIA

 

 

NORTHWEST TERRITORIES (NWT)

March 24, 2020 – The Northwest Territories’ Minister of Municipal and Community Affairs declared a territory-wide state of emergency pursuant to 14 of its Emergency Management Act.

DEFINITION:

“emergency” means a “current” or “imminent” event that
requires prompt coordination of action or special
regulation of persons or property in order to protect the
safety, health or welfare of people or to limit or
prevent damage to property or the environment;
(situation d’urgence)

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR NORTHWEST TERRITORIES

 

NUNAVUT

March 18, 2020 – Nunavut issued a declaration of a public health emergency under its Public Health Act, Part 5, section 40.

DEFINITION:

“health hazard” means
(a) a condition, a substance, a thing or an activity that
(i) “threatens” or may “reasonably” be expected to threaten public health, or
(ii) interferes or may reasonably be expected to interfere with
the suppression of diseases, injuries, contaminants or other
risks to public health,

SUMMARY and CONCLUSION

Nunavut covid-19 “related” deaths as of September 3, 2020 = 0

0 deaths does NOT mean there is any “threat” or even any “reasonable threat” to the public

THEREFORE, NO SUCH “EMERGENCY” EVER EXISTED FOR NUNAVUT

 

YUKON

March 27, 2020 – The Government of Yukon declared a state of emergency under the Civil Emergency Measures Act under Section 6 (1).

Declaration and term of state of emergency
6(1) The Commissioner in Executive Council may declare that a state of emergency exists in the Yukon or in any part thereof “if” informed that “a war emergency exists” or if the Commissioner in Executive Council is of the opinion that a “peacetime” disaster exists.

DEFINITION:

“war emergency” means the state existing as a result of a proclamation issued by Her Majesty or under authority of the Governor in Council that war, invasion or insurrection, real or
apprehended, exists.

Yukon covid-19 “related” deaths as of September 3, 2020 = 0

0 deaths does NOT mean there is any “war emergency exists” or that a “peacetime” disaster even exists!

We’re sorry, but this last one really made us laugh. Is anyone even paying attention to this in the Yukon, let alone the rest of Canada? You can’t make this stuff up!

OVERWHELMING CONCLUSION

The Emperor has no clothes.

NONE of the Canadian provinces were ever in a state of “emergency” back in March 2020 when they each declared one.

NO PROVINCE HAS EVER BEEN IN A STATE OF EMERGENCY – THEN OR NOW! I

The continual extensions to the provincial states of emergencies are unlawful, unreasonable and unjustified. The continual extensions are a gross ABUSE OF POWER, FORCE AND AUTHORITY! Are you not shocked and outraged with the evidence you see here?

Do you realize that by being SILENT against this tyranny, makes you complicit? This means that you are now PART OF THE PROBLEM. Please, if you love your children, your grand-children, your grand-parents, your family, your friends and neighbours, your community, your Country – STOP BEING SILENT! People or governments ONLY hold power over you for as long as YOU LET THEM. So when are you going to take your power back? At what point will you stand up and say NO?

We are calling on all Canadians, all business owners to STAND UP and UNITE together and say NO MORE!!

We are calling on all Canadians in each PROVINCE to UNITE and DECLARE that their un-authorized Provincial Declaration of Emergency has ENDED

Given that there are nearly 38,000,000 Canadian souls in this glorious and free country we proudly call home, and that there are only a handful of people who are abusing their authority – the power is with the PEOPLE. That’s the way Canada’s democratic society is supposed to work. Not tyranny. Not blatant abuse of power. THE PEOPLE OF CANADA HAVE THE POWER – NOT THE GOVERNMENT. Freedom is our birthright.

We are not going to “ask” for our freedom back.
We are going to take it.

We are going to declare that we are free.
Because we were born free.
And that we do not need anyone’s permission to BE FREE.

We believe that knowledge is power. And for that, our purpose has been fulfilled.
